The Victoria rules, in short

  • Every pool and spa must be registered with your local council - including relocatable pools and most spas.
  • A certificate of barrier compliance (Form 23) is due every 4 years, issued by a registered inspector after an on-site check.
  • Lodge within 30 days of issue with council (small lodgement fee) - late certificates can't be lodged at all.
  • The standard that applies depends on when your pool was built - council confirms it at registration.
  • Certificate cycle4 yearsRolling - resets at each lodgement
  • Typical inspection cost$200-450Plus small council lodgement fee

What the inspection covers, and what fails most

The inspector checks the barrier against the standard that applies to your pool: fence height and gaps, gate self-closing and self-latching, the non-climbable zone, boundary fences used as barriers, and the CPR sign. You get a written list of anything that does not comply, then a window to fix it and be re-inspected. Most fails are cheap to fix, and most are visible in a twenty-minute walk around the pool before the inspector arrives.

Common fail itemBallpark fix
Gate doesn't self-close or self-latch$30-$150 DIY, $150-$400 tradie
Latch release below 1500mm$50-$200
Climbable objects within the non-climbable zonefree to $100
Gaps over 100mm under or between panels$100-$500
Fence under 1200mm or damaged$500-$2,500+
Missing or faded CPR sign$20-$50

Run the 20-minute DIY pre-check first, then the full inspection checklist. If you have already failed, what happens next covers deadlines, disputes and rectification quotes.

What to ask an inspector before you book

  • Which licence or accreditation do you hold, and can I check it?
  • Is one re-inspection included in the fee, and what does a second one cost?
  • Do you lodge the certificate or paperwork, or is that on me?
  • How soon can you come, and can you meet my settlement or lease date?
  • If it fails, will you tell me on the day what to fix and roughly what it costs?
  • Do you do rectification work yourself, or only inspect? (Either is fine; knowing which avoids a conflict.)

Ballarat questions

How do I know when my Form 23 is due?

Council confirmed the date when you registered, and sends reminders - but the obligation is yours regardless. If you're unsure, call your council's building department with the property address.

Do spas and swim spas need to be registered in Victoria?

Yes - spas and relocatable pools that hold water for more than a few days are registered alongside in-ground pools and follow the same 4-year certificate cycle. See spa rules.

Which barrier standard applies to my pool?

The standard in force when your pool was built - broadly pre-1991, 1991-2010, or post-2010. Council's registration confirmation states which; your inspector assesses against it, not automatically the newest rules.

How soon can I get a pool inspection in Ballarat?

Most inspectors offer a slot within a week, and settlement or lease deadlines are usually accommodated within a few days if you say so on the form. The re-inspection after fixes is the step that stretches timelines, so run the DIY pre-check first and fix the cheap items before the first visit.
